The Great Kei Municipality plans to achieve a peaceful and sustainable environment, where all communities enjoy an improved quality of life. Provide affordable services, democratic governance and employment through infrastructural development, thriving agriculture, commerce, SMME’s and tourism activities.

Our Municipality consisting of Parastatals, Ward Committees, Business, Youth, Councillors and National, Provincial Sector Departments, Municipal Officials and Traditional Leaders, hereby re-affirm commitment to the process of Integrated Development Planning. .

Recognizing that this process is guided by a legislative framework as enshrined in the Constitution and more articulated in the Local Government: Municipal Systems Act 32 of 2000, the Local Government: Municipal Planning and Performance Management Regulations, 2001, and other pieces of legislation.

Acknowledging the inputs that have been made by the various stakeholders and communities, including National and Provincial Departments will be included into and form an integral part of the IDP.

The IDP and Budget has been compiled with assistance of Amathole District Municipality’s PIMMS section. It is also crucial to reflect upon our achievements over the past and the current financial years on the Integrated Development Plan and Budget for the upcoming Medium Term Revenue and Expenditure Framework (MTREF). The fact that IDP Document has been solidly recognised and supported by our communities as the strategic and all-inclusive Document that links, integrates and co-ordinates all plans and takes into account proposals for the development of Great Kei Municipality with the implementation of the plan, forms the policy framework and general basis on which annual budgets are based and which will guide development within the communities.

For the adoption of our IDP/ Budget for 2009/ 2010, my great wish is to sincerely thank Great Kei Municipality Council, Publics and Community at large for being supportive during the IDP process. Our Municipal Manager, Mr. A.A. Sihlahla for its compilation, political overseeing of this crucial IDP/ Budget Process Plans by Portfolio Head of IDP/ LED – Ms N. Dyani.
